Over the past decade, there are 7720 cases of fire occurred averagely in Taiwan every year. It causes about 252 deaths and 438 injuries, and the property damage is or even more than 3 billion TWD. Especially, there are fires occurred continuously in the public places in recent years, such as Lunqing restaurant, Mythology world KTV, Grand Star Diamond KTV, Weierkang restaurant, etc. Those cases repeatedly show the seriousness of safety problem in present public place.
 
The public place is the place where for most people to walk, work, shopping, leisure and entertainment. Because of the generally existence of flammable substances and the using of great amount of fire and electricity equipments, the fire may occur and cause danger from any careless action. In another side, the frequent arson accidents make people hard to prevent from the threat of fire as well. Moreover, the natural disasters, such as earthquake, are also possible to make the fire occurred. So the fire danger of public place is there in every moment, and shall not be ignored.
 
The final goal of the fire prevention of building focus on the precautions of fire, the partitions of the scene of a fire, and the avoidance of fire spreading. So the people can run for their life successfully and reduce the property damage. But in every review after the casualty, associated personnel often find that the flameproof materials, flame-resistant materials, construction materials for fire prevention of the building do not adopt certified and qualified brand. In addition, the check on the fire inspection is not practicable as well. In this case, it makes poor quality construction materials used on the buildings, and causes serious casualties while fire occurred.
 
For this reason, the prevention is better than the remedy after the casualty absolutely.
